Cuban representatives of UNESCO and other United Nations agencies have denounced similar difficulties in recent years due to the economic, commercial and financial blockade implemented by the United States for more than 60 years.

The Cuban diplomat urged the IAEA Board of Governors on the need for all member states to participate equally in virtual meetings, which have become an essential international communication tool during a pandemic.

In her speech, she recognized the realistic nature of the budget discussed for the period 2022-2023, based on the economic effect of Covid-19. However, she called for considering it as a precedent for the future work of this agency.
